How to arrange cruise accessibility before you sail
Cruise accessibility is the combination of accessible stateroom categories, mobility-equipment arrangements and advance requests that lets a passenger with a disability sail on a mainstream cruise ship. [5] [7] [8] Almost all of it is settled before you board, through the cruise line's own accessibility team rather than at the terminal. [5] [7] [8]
Facts checked: 18 October 2026
Key takeaways
- Accessible accommodation is not a single category: Holland America Line separates fully accessible, fully accessible – single side approach, and ambulatory accessible staterooms. [8]
- Lead times matter. Norwegian Cruise Line advises at least 90 days for interpreters and 45 days for other needs, and Holland America Line recommends its Special Requirements Information form at least 45 days before sailing. [5] [8]
- Help with eating, dressing or moving from a wheelchair to a seat is not something the ship's medical staff provide as daily care on Holland America Line; a capable companion is required for those needs. [8]
- The flight to the port is governed by a separate set of rules from the onboard arrangements. [9]
What accessible cabin categories can you book?
Holland America Line offers three types of accessible stateroom across its fleet: fully accessible staterooms, fully accessible – single side approach staterooms, and ambulatory accessible staterooms, with accessible route maps published for each ship. [8] The three labels describe different levels of access, so the category is worth checking alongside the cabin's position on the deck plan; cruise cabin categories and locations explains how positions are named.
Celebrity Cruises covers accessible staterooms as one strand of its accessible-cruising programme, next to boarding assistance, visual and hearing support, medical needs, autism-friendly sailing, accessible shore excursions and service animals. [7] Norwegian Cruise Line asks guests to discuss stateroom accommodation, transport to the ship and shore excursions with its Access Desk, so that the request is documented and passed both to crew and to the Access Officers who manage special needs on board. [5]
Can you bring a wheelchair, scooter or medical equipment on board?
Norwegian Cruise Line publishes guidance on wheelchair and scooter requirements and rentals, and separate information on medical equipment such as C-PAP, Bi-PAP and nebuliser machines, dialysis, oxygen and pregnancy. [5]
Holland America Line sets two conditions around personal care. Guests who need assistance with essential daily activities — eating, dressing, moving from a wheelchair to seating, or taking part in safety drills — must travel with a capable companion, and the ship's medical staff are not available to provide daily care unless a guest is hospitalised in the ship's Medical Center. [8]
The flight has its own rules. Under the U.S. Department of Transportation rule that implements the Air Carrier Access Act, airlines must accept battery-powered wheelchairs including their batteries, packing the batteries in hazardous-materials packaging where necessary and providing that packaging. [9] Assistive devices do not count against carry-on limits, and collapsible wheelchairs and other assistive devices get priority for in-cabin storage when the passenger preboards. [9] Airlines must also let a passenger use a portable oxygen concentrator during the flight if it is labelled as FAA-approved. [9] Some requests need notice: airlines may require up to 48 hours' advance notice for accommodations that take preparation time, such as respirator hook-up or carrying an electric wheelchair on an aircraft with fewer than 60 seats. [9] Airlines may not charge for accommodations the rule requires, such as hazardous-materials packaging for batteries, but may charge for optional services such as providing oxygen. [9]
Which ports are tender ports, and what should you check?
Stops where going ashore involves a small boat rather than a walk-off dock are the ones most likely to constrain a passenger with limited mobility, so they are worth spotting on the itinerary before booking. [5] Norwegian Cruise Line publishes a list of cruise tender ports by destination inside its accessibility resources, and encourages guests to talk through shore excursions with its Access Desk. [5] Celebrity Cruises keeps accessible shore excursions within its accessible-cruising programme. [7] The guide to cruise tender ports explains how those calls work in practice.
How do you request accessibility support before you sail?
Norwegian Cruise Line and Holland America Line both publish target lead times for requests.
| Cruise line | Request | Advance notice |
|---|---|---|
| Norwegian Cruise Line | Interpreter | At least 90 days [5] |
| Norwegian Cruise Line | Other accessibility needs | At least 45 days [5] |
| Holland America Line | Special Requirements Information (SRI) Form | At least 45 days before departure [8] |
Norwegian's Access Desk sits inside its reservations department and documents each service request so that it reaches crew and the Access Officers on board; after the Accessibility & Medical Questionnaire arrives, an Accessibility Coordinator contacts the guest. [5] Celebrity Cruises routes requests through an accessibility accommodation request form and an Access Department reachable by phone, fax and email, and also accepts requests made through travel agents and international representatives. [7] Holland America Line asks guests to contact its Guest Accessibility Department and submit the SRI form immediately after booking. [8]
Service animals sit in the same pre-cruise conversation. Norwegian Cruise Line keeps service-animal information and requirements in its accessibility section, Celebrity Cruises runs a service-animal section within its accessible-cruising pages, and Holland America Line covers service-animal policies, documentation requirements and onboard guidelines. [5] [7] [8] Because documentation is part of the request, it is best handled with the form rather than at the gangway. [8]
Exceptions and limits
- Holland America Line says that in rare cases where a guest's needs cannot be safely supported on board, alternative travel arrangements may be recommended. [8] Norwegian Cruise Line makes a comparable point: where specific safety criteria cannot be met, guests may need to arrange alternative travel. [5]
- Air travel and ship travel run on different rules. The U.S. Department of Transportation rule applies to all flights of U.S. airlines and to flights to or from the United States by foreign airlines, [9] while stateroom features and onboard services are handled under each line's own accessibility process. [5] [7] [8]
- Companion rules differ by setting: airlines may not require a passenger with a disability to travel with another person except in limited circumstances where a safety assistant is permitted, and cannot charge for that assistant's transportation, [9] whereas a cruise line may require a capable companion for daily-care needs on board. [8]
- Complaints have a route. Celebrity Cruises stations Complaint Resolution Officials at all U.S. ports of departure and on all ships, trained in the applicable U.S. Department of Transportation disability rules and in the line's own policies, [7] and airlines must make specially trained complaints resolution officials available and respond to written complaints. [9]
