How to check a rental car's vehicle documents

Vehicle documents in a rental car are the records that show a car's registration, testing, tax and insurance status. In the United Kingdom these include a V5C registration certificate (log book), an MOT where one is required, vehicle tax and at least third-party motor insurance, and several of these details can be checked from the registration number (number plate) before you drive away. Key takeaways

  • To drive a vehicle on UK roads you must have motor insurance, and third-party cover is the legal minimum. [4]
  • A vehicle used on the road must be taxed, even if the rate is zero because it is exempt. [6] Most vehicles need an MOT by the third anniversary of registration and then by the anniversary of the last test; some are tested at one year old, and some do not need an MOT. [7]
  • The DVLA vehicle enquiry service needs only the registration number and returns the tax rate and expiry, MOT expiry and the last V5C issue date. [5]
  • If a required MOT has run out, the car cannot be driven or parked on the road, and the exceptions are narrow. [7]

Which documents should be with a UK rental car?

For most cars used on UK roads, four records sit behind them. Motor insurance is compulsory, and third-party insurance is the legal minimum, covering damage or injury to another person, vehicle, animal or property. [4] The vehicle must also be taxed, and it must be taxed even when the rate is zero because the vehicle is exempt. [6] For most vehicles, an MOT test, which checks that a vehicle meets road safety and environmental standards, is due by the third anniversary of registration and then by the anniversary of the last test. [7] Some vehicles need to be tested at one year old, and some do not need an MOT; GOV.UK has a separate section on vehicles that do not need an MOT. [7] The V5C registration certificate is the record of the registered keeper. [3] [5]

What should you check at the pickup desk?

Take the registration number from the number plate and run the DVLA vehicle enquiry service. The service returns the current vehicle tax rate and when it expires, SORN status, when the MOT expires, the date the vehicle was first registered, the last V5C issue date, year of manufacture, type approval category, weight, engine size, fuel type, emissions and export status. [5]

Two dates are worth matching against your rental dates. Where the car has an MOT, the MOT expiry date tells you how long the current test runs; an MOT lasts for a year, so compare the expiry date with your rental dates. [7] The tax expiry date should also fall beyond the end of the rental, because a vehicle cannot be used on the road untaxed; note that the tax cannot be renewed while an MOT has expired. [5] [6] [7]

For insurance, the check DVLA points drivers to is askMID, which shows whether a vehicle is insured. [5] Keep the legal minimum in mind: third-party cover pays for damage or injury caused to someone else, and does not cover other costs such as repairing the car you are driving. [4] What a rental agreement adds on top of that minimum is separate from the statutory documents described here.

What if a document is missing or out of date?

The log book. The online and phone replacement service must be used by the registered keeper named on the V5C. It cannot be used if any details need changing, if the V5C has already been sent to DVLA for changes, if the vehicle is registered as part of the DVLA fleet scheme, if the vehicle is registered abroad (including the Channel Islands, the Isle of Man or Ireland), or if the person applying does not have the vehicle in their possession. [3] For a rental car, the fleet-scheme exclusion can matter, so check with the rental company and DVLA before trying to replace a V5C. [3] The replacement usually costs £25 and arrives by post within 5 to 7 working days; contact DVLA if it has not come after two weeks, and a £25 charge applies to get another replacement if it has not arrived after six weeks and DVLA has not been told. [3] Someone who is only driving the car can still see the last V5C issue date through the number plate check. [5]

The MOT. A car whose required MOT has run out cannot be driven or parked on the road, and driving it can lead to prosecution. [7] The only exceptions are driving to or from somewhere for a repair, or to a pre-arranged MOT test. [7] Driving without a valid MOT can bring a fine of up to £1,000. [7] An expired MOT also blocks the vehicle tax: the tax cannot be renewed until the vehicle has passed a test. [7]

The tax. Taxing a vehicle needs a reference from a recent tax reminder or last-chance warning letter, a V5C in your name, or the green ‘new keeper’ slip from a log book if the vehicle has just been bought; without any of these a new log book has to be applied for, and the vehicle can be taxed at the same time. [6] The MOT must be valid when the tax starts, and it can take up to two days for MOT information to reach DVLA. [6]

The insurance. Confirming cover means checking the Motor Insurance Database through askMID for the vehicle in question. [5] Where a car does not show as insured, the legal position is that it must not be used on UK roads. [4]

Exceptions and limits

  • Northern Ireland. MOT rules and processes differ for vehicles registered there. [7] To tax a vehicle at a Post Office in Northern Ireland you also need a paper copy of an insurance certificate or cover note, plus an original MOT test certificate or evidence of a Temporary Exemption Certificate. [6]
  • Early MOT renewal. An MOT can be taken up to a month (minus a day) before it runs out while keeping the same renewal date, but this does not apply where the last MOT was in Northern Ireland and the next test is in Great Britain. [7]
  • Vehicles tested at one year old. Some vehicles need an MOT at one year old rather than at three years. [7]
  • Vehicles that do not need an MOT. Some vehicles do not need an MOT; GOV.UK has a section called ‘Vehicles that do not need an MOT’. [7]
  • Vehicles off the road. A vehicle registered as off the road, for example one kept in a garage, does not need to be taxed. [6]
  • What this page does not cover. The documents and roadside assistance terms supplied by individual rental companies, and the motoring requirements of countries outside the United Kingdom, are not described here.

Frequently asked questions

Does a rental car need a valid MOT?

Most vehicles used on UK roads need an MOT by the third anniversary of their registration, then by the anniversary of their last test. Some vehicles need testing at one year old, and some do not need an MOT; see the GOV.UK section ‘Vehicles that do not need an MOT’. [7] Driving or parking a vehicle with an expired required MOT on the road can lead to prosecution. [7]

How do I check a car's tax and MOT from the number plate?

The DVLA vehicle enquiry service takes the registration number and returns the tax rate and expiry, SORN status and MOT expiry date. [5] It also shows the date of first registration and the last V5C issue date. [5]

How do I check whether the car is insured?

DVLA directs drivers to askMID to check whether a vehicle is insured. [5] The legal minimum in the UK is third-party cover, which does not pay for repairs to the car you are driving. [4]

Can I order a replacement V5C for a rental car?

Only the registered keeper can use the online or phone replacement service, and it cannot be used if details need changing, the V5C has already been sent to DVLA for changes, the vehicle is registered as part of the DVLA fleet scheme, the vehicle is registered abroad, or you do not have the vehicle in your possession. [3] For a rental car, check with the rental company and DVLA before trying to replace a V5C. [3] A replacement usually costs £25 and arrives within 5 to 7 working days. [3]

Can I renew the tax if the MOT has run out?

No. Vehicle tax cannot be renewed while the MOT has expired, so the car has to pass a test first and then be taxed. [7]
