How to use Singapore's Visa-Free Transit Facility
Singapore's Visa-Free Transit Facility (VFTF) is the route Singapore's Immigration & Checkpoints Authority (ICA) lists for travellers from certain countries and holders of certain travel documents who may pass through Singapore without holding a Singapore entry visa. [1] ICA names nationals of the Commonwealth of Independent States, Georgia, India, Turkmenistan and Ukraine, plus selected holders of People's Republic of China (PRC) travel documents, as possibly eligible. [1]
Facts checked: 18 October 2026
Key takeaways
- ICA lists nationals of the Commonwealth of Independent States, Georgia, India, Turkmenistan and Ukraine, plus selected PRC travel-document holders, as possibly eligible for the Visa-Free Transit Facility. [1]
- Travellers heading to another country via Singapore without clearing arrival immigration are transit travellers, and ICA describes Singapore as open to all transit travellers with no specific regulations or requirements. [2]
- A Singapore entry visa is only permission to travel to Singapore and seek entry: ICA says a valid visa does not guarantee entry, and the immigration pass is granted by officers at the point of entry. [1]
What is the Singapore Visa-Free Transit Facility?
ICA places the Visa-Free Transit Facility on the same page as Singapore's entry-visa rules, as a separate option for travellers whose nationality or travel document would otherwise require a visa. [1] The page names the nationalities and document holders that may qualify and sends them to the facility's own page for the conditions. [1]
The distinction ICA draws is worth holding on to: a Singapore entry visa is not an immigration pass. [1] It is pre-entry permission for the holder to travel to Singapore and seek entry, and the grant of an immigration pass is decided by ICA officers at the point of entry. [1] ICA states plainly that holding a valid visa does not guarantee entry. [1] For visa holders, the period of stay is not tied to the visa's validity — the stay is set by the Visit Pass issued at the checkpoint. [1]
This guide covers the facility and the ordinary airside transit rules that sit next to it. It does not cover Singapore work, student or long-term visit passes.
Who can use the Singapore Visa-Free Transit Facility?
ICA's wording is permissive rather than automatic: the travellers it lists "may be eligible", and it directs them to the facility's own page for the conditions. [1]
| Traveller group | What ICA sets out |
|---|---|
| Nationals of the Commonwealth of Independent States | May be eligible for the Visa-Free Transit Facility [1] |
| Nationals of Georgia, India, Turkmenistan and Ukraine | May be eligible for the Visa-Free Transit Facility [1] |
| Selected PRC nationals | PRC nationals who do not hold ordinary, diplomatic, public affairs or service PRC passports may be eligible [1] |
| Holders of a PRC Travel Document, a Document of Identity issued by the Hong Kong Special Administrative Region of China or a Travel Permit issued by the Macao Special Administrative Region of China | Named by ICA as the travel documents included in that selected PRC group [1] |
Georgia, India, Turkmenistan and Ukraine also appear on ICA's list of travel documents that require a Singapore entry visa, so for those nationalities the facility is the alternative route the same page flags. [1]
Do you need a Singapore visa to transit without leaving the airport?
A traveller who stays airside is not seeking entry at all: ICA defines transit travellers as people travelling to another country via Singapore without clearing Singapore arrival immigration, and describes Singapore as open to all transit travellers with no specific regulations or requirements. [2] The comparison of airside versus landside transit is the deciding point, because travellers who intend to clear arrival immigration to enter Singapore are not considered transit travellers. [2] The same applies to anyone whose booked flights require them to enter Singapore to collect tickets or baggage and check in again for the connecting flight. [2]
Several low-cost carriers require travellers to clear immigration to collect onward connecting tickets in the departure check-in hall, and ICA says such travellers should meet all public health and entry requirements. [2] If it is unclear whether a connection needs that, ICA advises asking the airline whether the transit area can be used for the connection. [2] Travellers connecting this way can read the wider airport transit visa guide before booking.
Transit status in Singapore does not settle the rules at the other end. ICA advises travellers to check with the destination country's authorities on what they impose on travellers transiting through Singapore. [2] Pre-departure COVID-19 testing is not available in the transit area of Changi Airport, so a test a destination requires has to be taken before the Singapore transit. [2]
When do you still need a Singapore entry visa?
ICA starts from the travel document rather than the traveller. A valid Singapore entry visa is required where the travel document is issued by one of the countries and places below, as listed by ICA in its page last updated 25 June 2026. [1]
| Travel document | Countries, places and document types |
|---|---|
| Issued by | Afghanistan, Algeria, Armenia, Azerbaijan, Bangladesh, Belarus, Democratic People's Republic of Korea, Egypt, Georgia, India, Iran, Iraq, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Lebanon, Libya, Mali, Moldova, Morocco, Nigeria, Pakistan, Russia, Somalia, South Sudan, Sudan, Syria, Tajikistan, Tunisia, Turkmenistan, Ukraine, Uzbekistan, Yemen [1] |
| Other documents | Refugee travel document; Alien's passport; Palestinian Authority passport; temporary passport issued by the United Arab Emirates; Document of Identity issued by the Hong Kong Special Administrative Region of China; Travel Permit issued by the Macao Special Administrative Region of China; PRC Travel Document [1] |
The Refugee travel document and the Alien's passport are each subject to an assessment of recognition for entry into Singapore. [1] Two clarifications are easy to mix up: the SG Arrival Card is not a visa, and a visa is not an immigration pass. [1]
From 11 March 2022, foreign visitors have been notified of their Visit Pass electronically by email, with no endorsement in the passport. [1] That e-Pass states the period of stay granted and the last day of stay allowed, and ICA asks travellers to give a valid email address when submitting the SG Arrival Card. [1] Anyone who wants to stay longer applies for a Short-Term Visit Pass extension. [1] Every traveller, whatever their age, must hold a valid individually issued travel document, because collective travel documents are not accepted — the points covered in passport validity and entry checks. [1] Visa applications are not accepted at immigration counters; without a local contact holding a Singpass or Corppass account, an application goes through an authorised visa agent appointed by a Singapore Overseas Mission or at the nearest Singapore Overseas Mission. [1]
What are the exceptions and limits of visa-free transit?
- Eligibility is not a confirmation. ICA describes the listed nationalities and document holders as people who "may be eligible" and sends them to the facility page for the conditions, so the listing alone does not establish that a particular traveller qualifies. [1]
- Ordinary PRC passports sit outside the selected group. ICA limits its description to PRC nationals not holding ordinary, diplomatic, public affairs or service PRC passports, and names the PRC Travel Document, the Document of Identity issued by the Hong Kong Special Administrative Region of China and the Travel Permit issued by the Macao Special Administrative Region of China. [1]
- The destination's rules still apply. Being able to transit Singapore says nothing about the country at the other end, which ICA says should be checked with that country's authorities. [2] An onward ticket requirement set by the destination or the airline is a separate question from Singapore's entry rules.
- An itinerary that needs immigration clearance is not transit. Where a low-cost carrier makes travellers collect onward tickets landside, ICA treats them as entering Singapore and expects the entry requirements to be met. [2]
- No testing in the transit area. Pre-departure COVID-19 testing services are not available in the transit area of Changi Airport. [2]
Frequently asked questions
Do I need a Singapore visa if I stay in the transit area?
Travellers who fly on to another country via Singapore without clearing arrival immigration are transit travellers, and ICA describes Singapore as open to all transit travellers with no specific regulations or requirements. [2] Anyone whose booking requires them to clear immigration to collect tickets or bags is not a transit traveller and has to meet the entry requirements. [2]
Who can use the Visa-Free Transit Facility?
ICA names nationals of the Commonwealth of Independent States, Georgia, India, Turkmenistan and Ukraine, together with selected PRC nationals holding a PRC Travel Document, a Document of Identity issued by the Hong Kong Special Administrative Region of China or a Travel Permit issued by the Macao Special Administrative Region of China, as possibly eligible. [1]
Does the facility guarantee entry into Singapore?
ICA describes the listed travellers as possibly eligible and points them to the facility's own page for the conditions. [1] On entry generally, ICA says a valid visa does not guarantee admission and that the immigration pass is decided by officers at the point of entry. [1]
What if my airline wants me to collect my onward ticket landside?
Several low-cost carriers require travellers to clear immigration to collect connecting tickets in the departure check-in hall, and ICA says such travellers should meet all public health and entry requirements. [2] If you are unsure, ICA advises asking the airline whether you can remain in the transit area. [2]
Is the SG Arrival Card a visa?
No. ICA states that the SG Arrival Card is not a visa. [1]
